Bisphenol A proposed as Substance of Very High Concern (SVHC)

The European Chemicals Agency (ECHA) is currently discussing the proposal to list Bisphenol A, now classified as a class 1b reprotoxin, as a Subtance of Very High Concern (SVHC) under REACH legislation; this could lead to its use requiring authorisation in the future. It is also understood that new rules around the migration limits of BPA from Food Contact Materials (FCMs) are being debated with the EU at the moment. Further to this, France's date of expected submission for the substance is due in 2017.
BPA is used as an intermediate in the manufacture of polycarbonates, and is also present in epoxy resins (that are used to line tin cans, for example). The category 1b reprotoxic classification came into EU legislation early this year in July 2016, following a vote by EU Member States at the beginning of year. The deadline to submit comments on BPA's uses, exposure and alternatives is 21st October 2016.

Furthermore, following a meeting of MEPs at the European Parliament for a vote on a report regarding implementation of FCM Regulation, they have called for a blanket ban on BPA in all FCMs.
A report produced on the implementation of European FCM Regulations was produced by Christel Schaldermose, Rapporteur of the European Parliament's Environement Committee (ENVI). The European Commission (EC) had already reduced the migration limit of BPA from FCMs earlier this year, however MEPs voted in favour of an amendment that would see its use in certain consumer goods heavily restricted. The European Food Standards Authority (EFSA) has also noted it will reassess BPA's hazards in the next two years.
