REACH and the Plastics Industry

  • 13.30Chairperson’s Introduction - Dr Chris Howick

    Biography

    Chris gained a BSC degree in Chemistry from City University (University of London) in 1986 and a PhD in inorganic chemistry from the University of Nottingham in 1989. He joined ICI in 1990 where he worked on the fundamental aspects of the plasticisation of polymers and the development of new speciality plasticisers for the food packaging and high temperature performance applications. He joined the then European Vinyls Corporation in (EVC) 1992 in which he worked on the development of speciality paste grade PVC polymers. This included polymers for food contact applications, and he went on to specialise in the compliance of such polymers with EU food contact regulations. As such he became a member of various committees following these in both the BPF and Plastics Europe.

    Following the incorporation of EVC into the INEOS group in 2001, Chris was eventually appointed as head of compliance for the INEOS Chlorvinyls – latterly INOVYN – division in 2006 with responsibility for the compliance of the company’s portfolio with the new EU REACH regulation, which came into force in 2007. He has since submitted over 200 REACH dossiers and in the meantime became chair of the BPF’s Product Safety Committee.

    Chris retired from INEOS in January 2025 but continues his work for the BPF, including helping members understand their REACH obligations in both the UK and UK and advising the federation on regulatory and standardisation developments in the food contact and chemical emission from materials areas.

    Chris is a fellow of the UK Royal Society of Chemistry and a fellow of the Institute of Materials, Metallurgy and Mining (IOM3) and the author of several publications on plasticisers, polymer foams and the regulatory compliance of chemicals

    In this session, our Chairperson, Dr Chris Howick, will discuss the latest industry updates and changes in REACH regulations and compliance standards.

    Stephanie Metzger, Policy Advisor, RSC 

    In this session our speaker will provide an update on PFAS, including the latest regulatory developments and what they will mean for the industry. 

     

    Biography 

    Stephanie is a Policy Advisor at the Royal Society of Chemistry and works on sustainable chemicals policy. Her background in policy and economics helps bridge the gap between science and policy on complex questions about chemicals, waste, and pollution. Her current work is focused on PFAS risk management, UK chemicals strategy, and international action on pollution at the UNEP.

    In this panel discussion our speakers will discuss how to implement the REACH changes and what it will actually mean for the plastics industry. Attendees will also have the opportunity to engage with the panelist through a Q&A at the end of the session. 

     

    Biographies 

     

    Mark Shelby, Director, Denehurst Chemical Safety Ltd

    Mark Selby has worked in the area of regulatory science for over 35 years, starting with a UK-based speciality chemical manufacturer before working for 10 years at a major international contract research organisation. 

    Working for the last 25 years as an independent consultant with Denehurst Chemical Safety Ltd, Mark provides training and advice on the use of data for classification and labelling and for environmental and workplace risk assessments in support of a range of EU/UK chemical supply legislation.  Mark is also working with REACHReady as part of their industry help desk and is a regular author of technical guidance, aiming to take away the mystery of the Regulations.

    Mark is a regular CHCS trainer and also works with various industry groups and government agencies covering REACH, CLP, SDS writing and Risk Assessment. When not working in the world of chemicals, Mark performs ecological surveys and helps with environmental groups, as well as supporting a local village school and Church.
